I am trying to decorate my room to make it look more bright and cheerful?

I live in london (ie. we get gloomy days). I've recently moved to a new room which is located at the ground floor of a flat. It's quite a large double room that used to be a living room (if I could post pics here I would). It's a bit cold too.

I've improved the heating a bit by putting in some draught excluders. Now I'm basically trying to make it look better by possibly changing the curtains and putting some tableclothes etc to hide the furniture colour (one shelf is black and one is dark blue). I think a light green, cream combination would improve the room and I'm also thinking of a better lamp cover.
I don't want to invest too much into it all though (ie. not planning to paint).

Hope I've given enough info otherwise I'll send another question.

Add some plants. -- Choose brightly colored pots
Add some new lamps / light fixtures.
Crystal / glass will add some sparkle.
Go easy on the window coverings -- remember not to block out the limited natural light that you have (I live in Seattle, so I know what you mean by gloomy. . .)
Covering things up with cloths and throws will add a heaviness and a hodge-podge feel that I think you're trying to avoid.
If you have to cover upholstered furniture -- get proper slip covers.
Also, you ought to first choose a color palette before you go out get things.
